Auto dialers are, in most cases, prohibited from dialing 9-1-1...The use of any device that automatically dials the digits 9-1-1 for the purpose of emergency responder notification is prohibited. The only exception to this is a device which provides for a two-way communication capability between the 9-1-1 Telecommunicator and the person in need of assistance. From the Illinois Administrative Code: TITLE 83: PUBLIC UTILITIES The installation of or connection to a telecommunications carrier's network of any automatic alarm, automatic alerting device, or mechanical dialer which causes the number 9-1-1 to be dialed and does not provide for two way communication to directly access emergency services is prohibited in a 9-1-1 system. This means that automatic dialers for alarm systems or personal protection devices (such as those used by elderly who live alone) can not be connected and programmed to dial 9-1-1. These devices must be routed to an alarm service or service specializing in dealing with these life safety devices. In some cases, these devices can call a friend, neighbor or relative. The reason this law exists is simple. These devices can malfunction and dial repeatedly. If these calls are coming in to 9-1-1, they needlessly tie up 9-1-1 lines that might be needed for an actual emergency.
